GENERAL COMMENTS
Is a tall-o-scope a recommended, legal piece of equipment as it seems to contradict most of the OHS Act regulations regarding ladders etc – MR to discuss and advise.
How do onstage followspotters overcome rules regarding working overhead in the UK ?
General consensus of rigging meeting was that the accreditation process should be setting standards above the legal regulations – MR to draw up discussion document for issuing to members and industry.
Membership proposed as a “Probationary” or “Provisional” member for first 12 months after first accreditation whether you pass accreditation or not – If pass accreditation on second year you are then a fully accredited member, if not passing you have another 12 months to become accredited. After second 12 month period you revert back to start of process. – MR to draw up discussion document for issuing to members and industry.

ELECTRICAL SECTION (Monday 10/12/01 – Morning)

Where lies legal responsibility ? – Venue or User for portable / temporary systems – MR to set up discussion meeting with SABS
Beyond what stage of power distribution do you NOT have to issue a compliance certificate ? – MR to set up discussion meeting with SABS
Suggested that authors of SABS 0142-1 be invited to come and look at a large event to understand how industry operates and either add in a section covering live events or draw up a code of practice specific to the live events industry !
Methodology for certifying portable equipment (dimmer racks, amp racks etc) compliance – Including internal power distribution ?
Unique #’s for racks etc as equipment normally has serial #’s ?
If the components of a system are inspected etc does the system still require certification?
SOFTS & DÉCOR SECTION (Monday 10/12/01 – Afternoon)

No obvious regulations covering temporary scenery or softs.
Discussion meeting to be set up with Jan Nel, SABS, Fireman, Technicons.
Try and locate a fire department consultant who can assist and be available for future queries (Try Bonnie Pon, Nick Mitri, Mike Lord, Anton van Wyk) – MR to set up.
TPSA to issue a recommendation to venues and users, Production Managers, Production Companies, Scenery / Décor suppliers etc regarding use of flame retardant fabrics etc. Venues to insert relevant clauses in rental contracts ?
What do EXSA do ?
British Exhibition requirements ?
How do we handle flown scenery – Rigging ?
Structural integrity of scenery ?
Discuss with Insurance Association ?
Discuss with ABTT and USITT . Are there codes of practice / standards we can use from overseas ?
Regulations regarding vessels under pressure to be included?
RIGGING SECTION (Tuesday 11/12/01 – Morning)

TPSA to issue a circular on local “trilite” trussing.
Consider SABS testing of local tri-lite trussing.
EN’s – “European Norms” – LR to obtain list of EN’s available.

The industry does not action risk assessments as per OHS act – Consider a
risk assessment course with NOSA ? – Possibly tailor specifically to the live
event industry ?

Consider presenting SABS with challenge to write new standards for staging
and temporary structures.
Use UK “Temporary Demountable Structures for the Live Event Industry” as
guideline.

PYROTECHNICS, FIREWORKS AND SPECIAL EFFECTS SECTION (Thursday 13/12/01 – Afternoon)

Copies of old and proposed “Explosives Act” to be obtained.
USA smoke emission document to be forwarded to JS by MR.
Regulations on use of lazers to be investigated and added into accreditation document.
NEXT STEP
LR to update draft accreditation document as far as it can be taken.
